Quick overview for those new to Torg - 7 different realities have taken over parts of Earth. Each of the day oen adventures are set in a different part of earth affected by these new realities, and this book serves as a jumping on point to allow players and GMs to see how the world is coping with these new realities. Additionally, the book is structured in such as way that as players progress through the adventures, different rules are showcased, easing the transition into a new system.
As others have noted, this is for "level one" characters (although such a distinction doesn't fit for Torg characters). Indeed, each adventure comes with pre-generated characters, and so this book is best used to showcase the world of Torg, prior to starting a full campaign. This is less a weakness, and more a design intent. After all, it makes little sense for "core Earth" characters to be experienced in the new realities on "day One" - when the realities first invade!
Basically, this is not a campaign book, it is a series of introductory adventures. If you are already playing Torg, this isn't the book for you. If you want to ease players into a new system though, this is a novel, and effective way of doing so.
